phantom-ship: Catppuccin theme for Forgejo (mocha + mauve)

Adds catppuccin flake input and wires its NixOS module into phantom-ship's
imports via clan.nix. Enables catppuccin.forgejo with mocha flavor + mauve
accent on the running Forgejo instance.
