Fix tmux scrolling: enable smooth line-by-line scrolling

Browse source 
- Override default wheel bindings that caused 5-line jumps
- Add custom bindings for smooth 1-line scrolling
- Clean up trailing whitespaces in fish.nix
- Adjust Alacritty scroll multiplier from 3 to 1
